Yes. The city’s Animal Control Regulations (Chapter 6-2, City of Montrose Municipal Code) require that pet owners keep their animals on a leash, cord, chain, or other restraining device that is no more than six feet in length, at all times when not on their own property. An animal’s owner or custodian is not permitted to control any animal off his or her premises utilizing verbal command or electronic collar. This also applies to all public parks, open spaces, and trail areas.
