Does the city code allow junk, including wrecked or inoperable vehicles, to be kept on residential properties/yards?

Junk, wrecked, or inoperable cars and any other items commonly considered to be junk are prohibited on all residential private property unless the items are totally enclosed within a building or otherwise screened from public view. Persons in violation of these requirements may be ordered to remove the junk or the city may remove it and charge the costs of removal and disposal to the owner or occupant of the property. See Chapter 6-3 of the Municipal Code.
