Council Welcomes New Member, Selects Mayor
Dave Frank Selected as Mayor for 2022-2023 Term,
Barbara Bynum Selected as Mayor Pro Tem

The City Council welcomed one new member to the city’s governing board Tuesday evening during its regular meeting. The council also selected the city’s new mayor and mayor pro tem for the 2022-2023 term.
City Clerk Lisa DelPiccolo delivered the oath of office to councilors Doug Glaspell (District I), Ed Ulibarri (District II), J. David Reed (District III), and Barbara Bynum (At-Large). Councilor Ed Ulibarri is the newest member of the council after defeating Anthony Russo in the April Municipal Election. Councilors Glaspell, Reed, and Bynum were all re-elected to their seats.
Following Ulibarri’s official appointment, the council selected the city’s new mayor and mayor pro tem for the 2022-2023 term. Councilor Barbara Bynum proposed a motion to appoint Dave Frank as mayor, followed by a unanimous vote of the council. Councilor David Reed then made a motion to appoint Bynum as the new mayor pro tem, also followed by a unanimous vote of the council. Both appointments are for 12 months.
Mayor Frank then thanked Glaspell for his service as mayor over the past 12 months, as well as his leadership on many civic issues, and presented a plaque recognizing his tenure as mayor.
“It’s just been a great honor to represent the staff and the community,” Glaspell said.
Although city councilors are elected by the public to fill four district seats and an at-large seat, the mayor and mayor pro tem are selected by the council as defined by the City Charter. Montrose is a home rule municipality under the Colorado Constitution.
Frank was elected to the council in 2020 and is serving a four-year term that ends in 2024. The term for Ulibarri’s seat is also four years.
