[ARCHIVED] Blog: CITY COUNCIL REGULAR MEETING: Tuesday, January 17, 2023

Montrose, CO — City Councilors met for their regular meeting Tuesday evening,  January 17, to consider the sale of a small portion of the Black Canyon Golf Course, a final plat for a new subdivision, and review the latest sales, use and excise tax report. 


Councilors Barbara Bynum, Dave Frank, Doug Glaspell, David Reed, and Ed Ulibarri met in the temporary City Council Chambers in the Montrose Public Safety Complex along with city staff.

No members of the public came forth with any public comments. 


APPROVAL OF MINUTES


City Councilors voted unanimously to approve the minutes of the January 3, regular City Council meeting.

ORDINANCE 2611 - FIRST READING


City Councilors voted unanimously to approve Ordinance 2611 on first reading, approving the sale of a small, unused portion of land located at the Black Canyon Golf Course to a private homeowner. 


City Planning Manager Jace Hochwalt said James Renfrow owns the property at 2400 Columbine Lane and had approached the city about purchasing a small, unmaintained, and undeveloped area of the Black Canyon Golf Course. The total area to be sold is 0.62 acres and is adjacent to Mr. Renfrow’s property. While this area of land is owned by the city as part of the Black Canyon Golf Course, it serves no functional use to the course itself and is not maintained. Mr. Renfrow is acquiring this land in order to functionally maintain and revegetate the area so it is not an eyesore.


Mr. Renfrow has submitted a Boundary Line Adjustment plat reflecting the area of the property that he wishes to acquire. No new lots are being created, and the proposal simply shifts Mr. Renfrow’s existing property line to the south. While the process for approving a Boundary Line Adjustment is administered through the Planning Department, City Council must approve the sale of city property prior to any plat recording or property transfer. Mr. Renfrow is purchasing the 0.62-acre property for $25,000. 


SPRUCE POINT SUBDIVISION FILING NO. 3 FINAL PLAT


City Councilors voted unanimously to approve a final plat for the Spruce Point Subdivision that will create 36 new residential lots and dedicate rights of way and easements. 


City Planning Manager Jace Hochwalt said the Spruce Point Subdivision Filing No. 3 Final Plat will create 36 new single-family residential lots. The property is approximately 23.26 acres in size, with 6.14 acres dedicated to residential lots, 1.73 acres to right-of-way, 1.83 acres of open space, and the remaining 13.56 acres consisting of an outlet for future development. The density of the developed area equates to 3.71 units per acre. This final plat is bordered on the east by 6450 Road and can be accessed from 6450 Road to the east, or Prospect Drive to the south. The property is zoned “R-3A” Medium High-Density District. The applicant’s intent is to construct residential, single-family housing on these lots, which is a use-by-right in this zoning district. The preliminary plat was originally approved in 2005 and amended in 2019.

2023 EQUIPMENT PURCHASE RECOMMENDATION


City Councilors voted unanimously to approve the purchase of new equipment at a total cost of $1,772,924. 


Public Works Manager Jim Scheid said the city is seeking to replace four dump trucks, an asphalt recycler, and an armored vehicle for the Police Department.

Montrose Police Chief Blaine Hall reported that Montrose County has changed its emergency alert system. Unfortunately, anyone registered with the old system will need to re-register with the new system. The new system can be found at:
