Montrose, CO — City Councilors met for their regular meeting Monday evening, June 20, to consider a fireworks permit for the 4th of July, a number of city ordinances, and a sales and excise tax update for the month of April. 

Councilors Barbara Bynum, Dave Frank, Doug Glaspell, David Reed, and Ed Ulibarri met in City Council Chambers along with city staff. 

Note: The City Council’s regular meeting was held on Monday instead of Tuesday so members of the City Council could attend the annual Colorado Municipal League conference.

Mayor Dave Frank read a proclamation declaring June 2022 as Immigrant Heritage Month in the City of Montrose. 

Frank said that, throughout American history, immigrants have enriched our nation and provided the United States with unique social and cultural influences, making us stronger, more innovative, and prosperous. 

“During National Immigrant Heritage Month, we recognize and celebrate the history and achievements of immigrant communities throughout the nation and within our local community,” Frank said. 


One resident asked the council where to find information about the June 20 City Council work session. Mayor Frank told the resident that all videos from City Council work sessions and regular meetings can be found on the city’s website and YouTube channel.


City Councilors voted unanimously to approve the minutes of the June 7, 2022, regular City Council meeting.

 City Councilors voted unanimously to approve a permit for the annual 4th of July fireworks display set for Monday, July 4, 2022. 

The city’s annual fireworks display is scheduled to begin at dusk, launching from Sunset Mesa. The event is subject to local fire restrictions.


City Councilors voted unanimously to approve Ordinance 2591, on second reading, annexing the DeJulio Addition. 

City Planner William Reis said the 6700 Road DeJulio Addition is approximately 9.54 acres in size. The property is comprised of one parcel located north of Sunnyside Road, south of Miami Road, west of 6720 Road, and east of Laurel Lane and the Columbine East subdivision. It is within the city’s Urban Growth Boundary, the City of Montrose Water Service Area, and the City of Montrose Sewer Service Area. Annexation of this property will allow for future residential development and dedication of the 6700 Road Extension right-of-way. 


City Councilors voted unanimously to approve Ordinance 2592 on second reading, providing for the zoning of the 6700 DeJulio Addition as an "R-1A", Large Estate District.


City Councilors voted unanimously to approve the 6700 Road right of way. 

City Engineer Scott Murphy said the City of Montrose Comprehensive Plan calls for the eventual completion of a missing section of 6700 Road between Sunnyside and Miami Road as a minor arterial. This project has remained a high-priority capital project due to continued traffic growth in the area; however, the city did not own all of the rights of way necessary to complete this missing link. A privately-owned 9.35-acre parcel (“missing link parcel”) is currently present along the proposed 6700 Road alignment.

The city recently entered into a development agreement to secure the 6700 Road right of way within the missing link parcel. Following successful completion of the annexation and zoning for the parcel, the right of way can now be dedicated to the city through approval of the dedication plat. The plat also creates outlets on each side that could be subdivided by the property owners through standard city processes. These actions are outlined in the development and annexation agreement for the project that was approved by City Council on April 20, 2022. 


City Councilors voted unanimously to approve the Preliminary Plat #3 for the Waterfall Canyon Subdivision. 

According to City Planner William Reis, Waterfall Canyon Amended Preliminary Plat #3 is a proposed single-family residential development in the western portion of the city. This amended plat amends the remaining unbuilt portion of the Waterfall Canyon Subdivision into 320 future lots, in five phases. The project is located south of Spring Creek Rd and adjacent to Blue Lake Dr, Alta Lakes Ave, and Pilot Knob Ave. The project is in the “R-3” Medium Density District and the “R-3A” Medium High-Density District.

City Finance Director Shani Wittenberg delivered the sales, use, and excise tax report for April 2022, and also delivered a first-quarter budget review to the council.
