Blog: CITY COUNCIL WORK SESSION: Monday, November 2

Montrose, CO — City Councilors met for a work session Monday morning, November 2, to review changes to the city’s fee schedule and review a proposed annexation.   


Councilors Roy Anderson, Dave Bowman, Barbara Bynum, Dave Frank, and Doug Glaspell met socially distant in City Council Chambers, along with city staff, for 34 minutes. The public was invited to attend via the Zoom platform. The following is a summary of the primary topics discussed during the meeting.

FEE SCHEDULE REVISIONS FOR 2021


City Councilors were presented with a number of revisions to the city’s fee schedule, which require the council’s approval.  The fee schedule is updated from time to time to revise fees as they pertain to city services like building inspections, trash and recycling, and other city services. 


Assistant City Manager Ann Morgenthaler said a number of fees have remained “the same for years,” yet the language pertaining to the fees, the description language itself, needed to be updated. 


Public Works Manager Jim Scheid said an updated fee schedule for residents to dispose of hazardous household items like TVs, tires, and fluorescent light bulbs is proposed. Scheid said the adjustments would make the fees comparable to the Waste Management landfill. 


If approved by the council, the fee schedule will be updated on the city’s website at CityOfMontrose.org.


LYNCH ADDITION ANNEXATION OVERVIEW 


Senior Planner Amy Sharp presented council with an application and associated zoning for the Lynch Addition, a proposed annexation approximately 16.84 acres in size.


The parcel is located north of Hwy 50, south of Locust Road, west of 6700 Road, and east of 6600 Road.  It is within the City’s Urban Growth Boundary, the City of Montrose Water Service Area, and the City of Montrose Sewer Service Area. 

Annexation of this property will allow for future residential and business development. A Utility Connection and Annexation Agreement has already been completed.


A city-county intergovernmental agreement (IGA) gives the city the option to annex properties within the IGA. The area surrounding the proposed annexation is urbanizing and more than 1/6 of the perimeter of the parcel is contiguous to the city limits. These factors support annexation, Sharp told the councilors. 


The council will set a hearing date for the annexation at the November 17 regular meeting. The annexation will go before the city’s Planning Commission on November 18. 


COUNCIL COMMENTS


Mayor Barbara Bynum asked Scheid to explain the city’s snow removal policy. The city received a significant snowstorm on October 26, and the city typically fields a surge of requests for snow removal information following the season’s first storm. 


Scheid said the city uses a tier system to prioritize the city’s major roadways during a storm event to keep essential roadways passable for emergency services.
