[ARCHIVED] General Municipal Election Ballot Language Finalized

Montrose, CO — A long list of candidates for City Council has met the requirements to appear on the ballot for the upcoming 2020 General Municipal Election, according to City Clerk Lisa DelPiccolo. 


The election, scheduled for Tuesday, April 7, will have 11 candidates seeking election to three council seats. The 2020 field of candidates is the largest since 1975, when nine candidates pursued seats on the council. 


Ballots will be mailed to registered voters in the City of Montrose during the week of March 16-23. Over-seas and military ballots will be mailed out February 21. 


Most of the candidates attended a candidate meeting held Tuesday afternoon in the Montrose Visitor Center. Candidates from each district had his or her name randomly drawn to determine the order of placement on the ballot. 


The 2020 candidates for City Council will appear on the ballot as follows:


In District 3: 

Roy Anderson 

David S. White


District 4: 

David Stockton

Merri D. Brennecke

William Bennett

Dave Frank 


At-Large:

Charli Oswald 

Barbara Bynum 

Yvonne Y. Meek 

Ed Ulibarri

Paul Arbogast

City voters will also decide on an ordinance that would grant a non-exclusive franchise to Black Hills Colorado Gas, Inc., to maintain current service to City of Montrose residents. Black Hills is the sole provider of natural gas service to city customers. The franchise agreement is a renewal of their existing agreement that must be approved by voters. 


Votes will be asked to vote in favor or against the following ordinance: 


Shall an ordinance granting a non-exclusive franchise by the City of Montrose, Colorado to Black Hills Colorado Gas, Inc., its successors and assigns, to lay, construct, install, maintain, operate and extend in, along, over or across the present and future streets, alleys, avenues, bridges, public rights-of-way and public easements as are now within the present or future limits of said grantor, a natural gas distribution system and all facilities necessary for the purpose of supplying natural gas or processed gas and other operations connected therewith or incident thereto for all purposes to the inhabitants of said grantor and consumers in the vicinity thereof, and for the distribution of natural gas from or through said grantor to points beyond the limits thereof?
