The City of Montrose was awarded a $6.0M grant from the Federal Highway Administration (FHWA) in 2005 to perform a preliminary design of the entire West Side Arterial corridor (Grand/Rio-Grande Avenue from North 9th to East Oak Grove), final design on the northern half (North 9th to South 1st), and construction of the northern half. Upon completion of this project, approximately $1.2 million of the original grant funds remained. These funds, if left unused, would have been returned to FHWA. Following consultation with CDOT, it was decided to utilize these funds to construct as much of the remaining project as funds would allow, ultimately leading to the development of the West Side Arterial Phase II project to construct Grand Avenue from South 1st to South 3rd street.
The project was designed by Jacobs Engineering throughout 2016 and final approval was obtained from CDOT to proceed to construction in April of 2017. The project included the extension of Grand Avenue through the existing City of Montrose right-of-way acquired in the 80s, as well as a waterline replacement, new storm drain infrastructure, street lighting, and landscaping improvements.
