Downtown Development Authority
Overview
The DDA is a legal entity that may purchase and
redevelop property, enact capital improvements, and administrate other
programs for economic development.
By state law, the Montrose City Council appoints the
DDA Board. The board is comprised of downtown property owners, business
owners and residents. A City Council Member is also appointed to the
DDA Board to serve as a liaison between the two governing bodies.
The DDA board adopts and promulgates rules governing its procedure,
including the election of officers. Board members also oversee the
business operations of the DDA, participate in creating and implementing
long-range plans designed to carry out the purposes of the authority,
and promote economic growth within the DDA boundaries.

Downtown Plan of Development
The
Montrose Downtown Plan of Development was adopted unanimously by City Council on March 19, 2012. The Plan of Development is the strategic guiding document for the future of Montrose Downtown. It is structured around the Four-Point Main Street Approach. You can learn more about the Main Street Approach at www.mainstreet.org.
Now that it is approved, the Downtown Development Authority can utilize financial incentives that are designed to support existing business and property owners as well as encourage new development and investment.
