Licensing new businesses to sell/serve alcoholic beverages in the State of Colorado is a two-tier process requiring approval from two liquor licensing authorities - both the City and the State of Colorado.  Locally, the City of Montrose City Clerk’s Office facilitates this process and serves as the liaison between the license applicant and both liquor licensing authorities.
